Sutherland Adds Depth and Experience to Widseth Smith Nolting’s Civil Engineering Team

Joe Sutherland, PE, has joined Widseth Smith Nolting as a civil engineer. Joe brings more than 25 years of experience in civil engineering as a consulting engineer, city engineer, director of public works, and county engineer.

On projects of all types and sizes, Joe guided and collaborated with community members, technical design staff, and experts. His inclusive leadership style ensures team members’ input is encouraged and incorporated into the project. Joe calls upon colleagues across the civil engineering community as key resources to collaborate on and develop the right solution for the project and client. He is a strong listener and excellent communicator, providing thoughtful, responsive, on time, and on budget deliverables aimed at ensuring a high level of customer service is being provided to clients.

While being proficient in municipal and county state aid rules and procedures, Joe also has substantial experience working with MnDOT state aid staff. He has designed roundabouts, J-turns, limited access intersections, and access control solutions and has facilitated stakeholder information and listening sessions to gain community support for projects.

Joe pursued funding from the Minnesota legislature, state bonding funds for bridge projects. He’s worked with Minnesota HSEM, FEMA, and FHWA regarding flood damage events including documentation of flood damage prevention efforts, flood damage and repair costs, collection of state and federal funds, and implementation of flood damage repair work.

Joe has prepared numerous construction plans for traditional MnDOT Design-Bid-Build projects and has served in key roles on several MnDOT Design-Build projects and pursuits in the Twin Cities and Rochester areas. He has experience in light rail transit and freight rail design and has worked successfully with CN Railway, MnDOT office of Freight Rail, and FRA.
